Walter Infra Project Manager Private Limited, an associate of the Sponsor, has been designated as the Project Manager of Nxt-Infra Trust for its respective projects.
The Project Manager has entered into a Project Implementation and Management Agreement with the Trustee, the Investment Manager, and the relevant Project SPVs. Under this arrangement, it is responsible for the execution, operation, and ongoing management of the Trust’s road assets in line with the Trust’s objectives and applicable regulatory framework.

Rajesh Chaabra
Mr. Rajesh Chaabra is a seasoned civil engineer and senior infrastructure leader with more than twenty eight years of experience across Roads and Highways, Railways, Metro, LRT, Water Infrastructure and high speed mobility systems. His expertise spans design, construction, O&M, asset management and strategy, supported by a strong technical foundation through an MBA, an M.Tech in Soil and Foundation Engineering, and a BE in Civil Engineering.
Throughout his career, Rajesh has led large multidisciplinary teams and delivered complex infrastructure programs across India, Mauritius, Cambodia, Sri Lanka, African nations, CIS countries and the Philippines. His experience ranges from national highways and expressways to international rail and metro systems, along with major bridges, tunnels and strategic logistics corridors.
Before joining NXT Infra, Rajesh held several senior leadership positions. He served as Executive Director for Transportation in South Asia at Egis, leading P&L, business development, strategy and global delivery. Prior to this, he was President and Head of Business, Strategy and Asset Management at Welspun Enterprises, where he oversaw performance across highways, HAM and BOT projects, and led risk management, safety, ESG, quality and planning functions at an organisation wide level.
He has also spent more than a decade with Systra, Halcrow and Jacobs in leadership roles, managing iconic rail, metro and highway programs and guiding global design teams of more than five hundred professionals. His work with international funding agencies such as the World Bank, Asian Development Bank and African Development Bank brings deep exposure to global standards, governance frameworks and sustainability requirements.
In his role as Chief Technical and Sustainability Officer at NXT Infra, Rajesh anchors the Trust’s technical strategy, asset performance, resilience planning, sustainability roadmap and ESG implementation. He drives engineering excellence across the portfolio while strengthening environmental and community outcomes in line with NXT Infra’s long term vision for safe, sustainable and future ready road networks.
Rajesh is a Chartered Engineer and an active member of the Indian Roads Congress and the Institute of Engineers. His leadership brings a strong combination of technical depth, global project experience and a firm commitment to sustainable infrastructure development.
Roles and Responsibilities of the Project Manager
The Project Manager is responsible for planning, executing, and overseeing the successful delivery and operation of infrastructure projects within the Trust’s portfolio. Its core objective is to ensure that assets perform reliably, safely, and sustainably over the concession life.
Its key responsibilities include:
Project and Asset Oversight
- Oversee the performance and progress of infrastructure projects held within the InvIT portfolio.
- Ensure that project operations align with the Trust’s strategic objectives, safety standards, and service quality benchmarks.
Operations and Maintenance Management
- Manage day-to-day operations and maintenance activities across project assets.
- Implement preventive and routine maintenance regimes to enhance asset life, reliability, and user experience.
Financial and Performance Management
- Support financial planning, budgeting, and cost monitoring at the project level.
- Track operational performance and revenue generation to ensure consistency with the Trust’s financial objectives.
Regulatory and Contractual Compliance
- Ensure compliance with applicable laws, regulations, permits, and contractual obligations.
- Monitor adherence to standards prescribed by regulatory authorities and concession agreements.
Risk Identification and Mitigation
- Identify operational, safety, financial, and environmental risks associated with project assets.
- Develop and implement mitigation measures and contingency plans to minimise disruptions and protect asset value.
Reporting and Monitoring
- Prepare and submit periodic reports on project performance, operational metrics, and financial status to the Investment Manager, Trustee, and other stakeholders.
- Support transparency through accurate and timely information sharing.
Stakeholder Coordination
- Liaise with government authorities, contractors, service providers, and local stakeholders to ensure smooth project execution and operations.
- Facilitate coordination across multiple parties involved in project delivery and maintenance.
Asset Enhancement and Value Optimisation
- Identify opportunities for asset enhancement, efficiency improvements, and operational upgrades that may strengthen long-term performance and income potential.
- Support initiatives that improve safety, resilience, and sustainability of the assets.
Due Diligence Support
- Assist in conducting technical and operational due diligence for potential acquisitions.
- Evaluate asset condition, risks, and alignment with the Trust’s investment strategy during acquisition assessments.
